One seat, one page
Find your row, open your page. It is your whole job in an incident: what you do, when, and the words you say. All roles are facilitation roles: nobody has authority over another operator's validator, and nothing is ever pushed to a node centrally.

One page rings every seat at once
On a correlated signal - the same fault on three or more validators inside five minutes, or a network-wide symptom - the page rings every seat above simultaneously, and each has a first move that waits on nobody. Any operator can fire the page on the pattern; a false page costs nothing and is never held against anyone.
